The regulator of a rapidly developing new democracy wished to liberalise their 2-
and 3-G mobile spectrum, and at the same time introduce additional competition to
the local mobile market. The project was of particular strategic importance given
the low penetration of fixed telephony in the more rural areas of the country. Consideration
of existing non-mobile users in the mobile bands was required. B Consulting built
a realistic and detailed model of existing mobile networks and based on a combination
of analytic and simulation approaches demonstrated the impact on each existing operator
of candidate approaches to liberalisation regulation.
A private equity backed wireless services business wanted to enter a new business
area to provide stable returns to balance the cyclical nature of other aspects of
their current business. B Consulting Ltd produced a marketing plan indentifying
clear USPs and backed up by prices, costs and margins of the solution taking into
account the competitive landscape. A high level project management plan was also
produced, and to help the organisation take the solution to market, a complete sales
training package was developed and delivered.

dealing with legacy issues around expiry terms of existing licences. B Consulting
provided technical input throughout the development of the regulators policy strategy.
The choice of a multiple round spectrum auction meant that additional technical
advice was required on transitional issues relating to relocating and retuning within
the spectrum bands. B Consulting’s interim manager was retained as an expert witness
during this phase of the project in case the opposing interests of individual stakeholders
could not be settled out of court.

the frequency range between about 100MHz and 80GHz.

development and adoption, economics, markets, regulation and the forces of globalisation

going back to the mid 1980s in vendor, operator and regulatory environments and in
